Part I
The Repression

Nunca Más (Never Again) - Report of Conadep  - 1984

The calvary of Dr. Rafael Perrota

An outstanding lawyer and businessman, owner of a prominent newspaper, El Cronista Comercial, Dr Perrota was kidnapped in the centre of Buenos Aires city. A large sum of money was demanded of his relatives to secure his freedom. According to witnesses the victim was being held in the secret prison COT I Martínez.

His relatives resorted to military and police chiefs who designated high-level staff to advise the family on the procedures for paying his ransom. Perrota was killed by his captors and the strongest hypothesis is that this occurred after the ransom had been paid. Recent reports received by this Commission from Police Headquarters inform us that the supposed 'experts' who acted in the role of 'advisers' to the family were never registered officially in police ranks although they displayed the appropriate credentials and had been assigned to the task by high-ranking officials named by the family in their declarations.
